turn on/off the Private Sub Worksheet_SelectionChange(ByVal target As Range)

I wish to turn on and off the
above "title" item. Currently I just use the comment 'tilde which allows me t edit the sheet without firing code. I tried recoded macro but it is not reliable has issues, seems t lock you out/down or the like.
