Unlock cells based on content of column

Hello, all. I've seen a bunch of threads that are addressing concerns very similar to mine, but not one that gets me where I need to go. Hopefully I can get some help here...

I currently have a sheet in Excel with three columns I'm working with, the range being A11:C32. Column A is unlocked and and has a dropdown list in each cell. Columns B and C are locked and also have dropdown lists. What I would like to do is have the cells in Columns B and C unlock based on a keyword that would be in a description of an item chosen in the corresponding cell in Column A. I'd also like the cells in Columns B and C to relock and reset back to default values if the Description of the item in Column A changes so that the keyword is no longer present. The formating on my spreadsheet is such that all cells that can be edited are a certain color, so if I can have the change event set up to reformat the unlocked cells to a certain color then that would be gravy. If anyone interested in solving this for me needs any clarification, please let me know. Thanks in advance.

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
