Unlock cells if cell is populated macro

I am looking to create a report that will pull some information together and other individuals will need to report on. The information that I will pull together will fill in on columns A:C. What I would like to do is lock the entire worksheet except cells D:F where there is information populated in row A:C.
For example, the information that will be reported on will start at row 23. So if A23:C26 are populated, then I need to have the worksheet be unlocked in cells D23:F26
Keeping in mind that the rows will vary from report to report.
How do I unlock the cells D23:F26 if A23:C26 are populated in a macro?
