Urgent Help!!!Convert a row to data and move the lookups formula to 2nd row.

I need a way through which I can calculate result in first row, and convert the result into value and drag the formula in 2nd row to start freshly, and then convert the 2nd row to value to preserve the result and move to 3rd row. And so on......

I posted detail thread day before yesterday containing full information. But no one replied, i thought its the length of thread which causes it to become unimportant. Here is the link. I really need a solution for this sheet since i am working for govt financial institute and i am expecting some errors/frauds. Data is so large that i cant check it row by row... (250k rows atleat. )
