Using left formula with array for several conditions

I have the following formula below

where the first 2 characters in Col A are 19, 17, 16 then it must return zero, otherwise use the Vlookup to lookup then value

i get #spill when using the formula below

Code:
 =IF(A1="","",IF(LEFT($A1,2)={"19","17","16"},0,VLOOKUP($A1&"",GoupSales.xlsx]BR1'!$A:$D,4,FALSE)))

It would be appreciated if someone could amend my formula

Thanks for the help. formula works 100% and i can see where I went wrong
