Validation list and Hlookup?

Would you use a Hlookup here?
List of sofware in Range("C8:Z8")
List of status in Range ("C7:z7")
The status for each software in Range ("C7:z7") is "0" or "1"

I need a validation list that shows only the software that have got the status "1"
 

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
