I am looking at the Validation List Choice code posted on Dec. 17th 2008 by xlHammer, I am confused regarding the "If target.Address = "$B$3" statement. What is confusing me is the "$B$3" and the explantion that is given. Could you please give me a clear explantion regarding this. Thanks for the help

Lock one reference in a formula
Need 1 part of a formula to always point to the same range? use $ signs: $V$2:$Z$99 will always point to V2:Z99, even after copying
Welcome to the forums!

Would you be able to provide the code (or a link to the post), so we can provide a better explanation?

To answer your immediate question, however. target.Address returns the cell address of whatever the "target" cell is. If the target is A1, then target.Address returns the string "$A$1". If the target is B3, then target.Address returns the string "$B$3".
