Validation twice on same column

I have a simple "Yes, No, N/A" list, I have validation setup to use that list.

However, I would also like to take action on the response. If "Y" ignore, if "No" or "N/A" display a message saying "Please Note in the Comment Section why this will not be done".

Now, that would be great. But even better would be this!
If "No" or "N/A" display a message saying "First - please Note in the Comment section why this will not be done, then select "No" or "N/A".
So, basically you would not be able to select "No" or N/A" without adding a comment (any text) first. The Comment Section is on the same row, different cell of course.

If really don't want to do VBA if possible, option 1 would do just fine, Option 2 would just be better!
