Value Axis Excel 2003 - Aligning to zero

Hi,

Sorry for my second post of the day, I ahve to value axis (Value Axis and Secondary Value Axis) - both axis are percentages but have different scales, is there a way of aligning both scales to zero, currently one is further right than the other....
