value of a cell populating a dropdown list in another cell

I need to enter a workorder number into a cell and populate all products pertaining to that workorder number to drop menu in the next cell. Is this possible? Then based on these two fields I need to populate other fields from a database, I believe I can do this with index and match.

I'm not sure that will work. I should have added the workorders are in a list with thousands of workorder numbers. The number will often be repeated as there are multiple and random products on each order. i need to run down that list quickly(nothings quick with the size of the file) and grab all the products listed. I guess i need to run down the workorder number column and when i get to the workorder number place the product in the drop menu then move on untill i find the same workorder number further down the list and repeat till all the product types attached to that number are added to the drop down list. Hmm can you populate a dropdown menu with a vlookup?
