Variable Cell Range Formula

Hi guys,
new to this forum as I have an excel problem I would like to solve. I have the following situation:

I have a time sheet (picture2) where our team members have to enter there time worked for different sections within different projects.
In another sheet (same workbook) I want to track if each member typed in some time entries already. As a result I would like to have a table as in picture 1 with 1 and 0 values (will transform them to icons using conditional formatting). The formula that determines if its a 1 or a 0 is e.g. IF(COUNT(TimeSheet!C3:I5)>0;1;0)

I want to create this compliance on a weekly base (as seen I picture 1). how can I drag this formula to do this for a large time frame (over 1 year)?
I would like to avoid doing this manually for each week.

Help would be much appreciated.

Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
