VBA Autofilter is not picking up all dates

Hello,

When I run macros for the auto filter, it is not pickup all dates. the date format is "m/dd/yyyy". I get almost 10,000 lines when I filter manually but when I run the macros I am losing about 300 lines.
The code I have:
Sheets("Sheet1").Range("M1").AutoFilter Field:=13, Criteria1:="<=" & CDbl(Cells(1, 21).Value)

Any suggestion will be appreciated
