vba batch file that opens a named excel file puts in a password and saves it as a .csv

I want to run a batch file that opens excel silently and opens a password protected file and then saves it as a comma delimited type non protected file
I know the name of the file and the password and can pass them through the script. The password protected file will NOT have macros turned on
If that is a problem I could open another excel file where the macro is and use that macro to open the password protected file
Any ideas ?
