As part of error handling I would like to check if a cell is unlocked (or locked) for editing. The sheet will be protected but input cells are unlocked.

This does work but it won't work when using a new unprotected sheet where all cells are usually check marked as locked in properties.

VBA Code:
If wbTARGET.Sheets(arrDATA(i, 2)).Range(arrDATA(i, 3)).Locked = True Then

I want a more general solution, I only want it to be true if the user actually can't edit the cell.

Excel Facts

Does the VLOOKUP table have to be sorted?
No! when you are using an exact match, the VLOOKUP table can be in any order. Best-selling items at the top is actually the best.
If I understand, then you should add a check for the sheet protectionmode as well? Like
VBA Code:
If wbTARGET.Sheets(arrDATA.protectionmode Then
   If wbTARGET.Sheets(arrDATA(i, 2)).Range(arrDATA(i, 3)).Locked = True Then
or put both tests on one line.
