vba code for template to create sequential number when opened

I have a workbook template (xltm) that is stored on a server/network, several people have access to it and use it to do quotes. I am trying to figure out how to do a code that when the template is opened would add 1 to the value in I9 on sheet 1 to create the next quote number. The template would then be saved as a regular .xlsm with the name of the quote and quote number in the name. The larger problem as I see it becomes the template wont be saved so how do we keep the new number in the template. One of the people using it is not very computer literate so I need to make it foolproof without extra steps.
