I need to conditionally format each cell in Column F to fill interior blue if the corresponding cell in Column B contains text "WIP". How do I reference another column in conditional formatting?

How to create a cell-sized chart?
Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.
you need to use the 'formula' option from the lefthand list box.

Say your data (and therefore your selection) of column F starts on row 2

=$B2="WIP"

would be the formula.

It needs to contain the word "WIP" though, it's not exclusively "WIP". How do i do that? I tried to do the same thing with "*WIP*" and it didn't work.

If you need it to be case sensitive

=NOT(ISERROR(FIND("WIP",$A2)))

if not, then

=NOT(ISERROR(SEARCH("WIP",$A2)))
