VBA Macro stopped working following a Range Reference Change

I have Worksheet_Change(ByVal Target As Range) Macro wrote which triggers another macro when a change occurs - These were both working fine3, however when i changed the reference for the range its has stopped working i can not seem to work out why.

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
