VBA Macro to add <ul> at the beginning of the first <li> and </ul> at the end of the last </li>

I currently have hundreds of cells with text formatted in the below format:

<li>Test</li>
<li>Test</li>
<li>Test</li>
<li>Test</li>
<li>Test</li>

All of these have paragraphs as well wrapped in `<p></p>` so I have been unable to do a concatenate to add a `<ul>` and `</ul>` at the beginning and end of each cell, as the `<p></p> `texts are before the` <li>`'s.

Can someone help me with a macro which will put a `<ul>` at the beginning of the `<li></li>` lists and `<ul>` at the end like the below?

<ul>
<li>Test</li>
<li>Test</li>
<li>Test</li>
<li>Test</li>
<li>Test</li>
</ul>
