VBS problem? How can I create a shortcut to an Excel file in a Dropbox folder and pass it a variable

Hi,
I have file in a Dropbox location that is being opened from a shortcut containing a VBS file.
I believe a variable(s) are also being passed in this VBS file that i believe has been compiled and is unreadable.

Can someone please provide some code to open an excel file and perhaps an example of how i could pass a value to a constant or a variable
