Vertical copy Horizontal values

I am trying to format a timecard for input into ViewPOint and In order to do so I must enter information regarding overtime and standard time in rows set up in a certain format
i.e. Job No. Employee Hours Time
___ 1234___ john Doe___ ST
___1234___ John Doe___ OT

My problem is that I want to make an efficient way to bring the information into this format from a time card that looks like:

Job No Employee ST_OT_ST_OT_ST_OT_ST_OT
1234 John Doe__4__2__4__5__0__0__0__0
simply by dragging down. To do get the hours, This requires me to change the way excel recognizes horizontal and vertical movement when drag copying.
