very simple question about format cell

hi all
when i format my cell i am using
Number
Decimal Places = 3
and Check Use 1000 Separator
after that
when i check Custom i found this code
#,##0.00

My question
why Excel add two hash # not one
i get the same result with
#,#0.00

Sorry For ask this simple question
 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
The difference is that # can appear or not when 0 is always present.

The # signs are placeholders. You can't have the number format #,#0.00. If you enter that in the Type box and click OK Excel will convert it to #,##0.00 (when you look at the Format Cells dialog again).

#,##0.000

i found some strange code in format cell like
[$-1000000]0 to display number in english
or [$-10B000] to convert date

where i can found full dictionary for this codes
