vlookup returns #N/A then prompt to add

Got a question with vlookup

I've created a vlookup for zip codes. I enter the zip code and it automatically fill in city and state.

Sometimes the zip code don't exist, so I get a #N/A, is there a command to prompt a pop up to enter City and State and add that to the Zip code sheet?

you can use IFERRO
=IFERROR(VLOOKUP(,,,),"Please enter City and State and add that to the Zip code sheet")

That works but, can I make a pop up window with City and State fields. When I click OK it automatically adds to the Zip Code sheet?
