VLOOKUP second value

I would like VLOOKUP to return the first or second or third value that's matched, depends on cell A1, Cell A1 will be 1, 2 or 3 etc and the vlookup return should be 1, 2 or 3

No cell is mentioned which houses the look up value, neither the look up table...

Let B1 house a look up value of interest and let's name the look up table TABLE.

In C1 control+shift+enter, not just enter:

=INDEX(TABLE,SMALL(IF(INDEX(TABLE,0,1)=$B1,ROW(TABLE)-ROW(INDEX(TABLE,1,1))+1),$A1),2)

Note that TABLE is a 2-column table.
