Vlookup Stuck

I am tryinig to do a vlookup for a couple hundred rows but when i drag the formula down it is simply repeating the value that resulted from the first cell. The lookup value has changed in each cell as it goes down and i have $ in my lookup table in the formula. I cannot figure out why it's stuck on this one value. PLEASE HELP!

Is calculation set to Manual? It should be on Automatic

Post formula and at least describe what the data layout looks like.
