Vlookup with "IF" statements

Situation:
B9 can be one of four values
- License
- Test
- Driver
- Course

(I have this right now in a drop-down (List)

On the sheet accomp!F2:Q976 are a bunch of values that are tied to one of those four B9 values
Each type can have multiple rows or types (Example)
Type Item ID Descr Type
License/Cert 911PST 911 Pub Safe Telecommunicator
License/Cert ACLS Advanced Cardiac Life Support
License/Cert ACLS INS Adv Cardiac Life Support Instr
License/Cert ACLS PRO ACLS Provider
License/Cert AICP Amer Instit of Cert Planners


If the use Drops B9 to be "Driver" I would like it to return something from the accomp!F2:Q976 page and return Column 9
(which is the TYPE) and they would have a SELECTION box to choose one of the types based on the B9 value...

In summary -when a user selects a value in B9, they get a drop down of ONLY those types from the accomp page...

So lost now...
