Want to use offset function with small function to find rank

I have this

Col A col B
A. 6
B. -4
C. 8
D. -11
E. 10

In col C I want to find the smallest value then use offset to find the l
Value in col A then rank then smallest = 1
What would the formula be in col C.

Anyone any ideas?
