I am about ready to lose my mind. I need to figure out how to compare 39 different percentages for a membership recruitment campaign. I work for a membership trade association, and our executive director wants us to use "weighted percentages" to even the playing field for this campaign. So I would need to compare a Division/Section with 1,000+ members to one that only has 3. Obviously if we look at % growth the one with only 3 members would have the highest percentage, but they didn't necessarily recruit the most members, so they shouldn't be rewarded for their effort because they had less to do than a larger Division/Section.

Any ideas? I am at a loss as to what to do here. Any help is appreciated. Or if comparing % growth isn't the best way to measure this so that it would be fair, please feel free to provide your ideas as to what might work.
