Weird output after dragging formula

happy friday to all - not sure if this has been answered before and didnt know exactly what to search for...

i am getting a strange output from dragging a formula into other cells;

the formula is =C3/$C$6
where c3 = response %
$c$6 = answered = 12

so when i drag the formula from b3 (1/12) to b5 the result is still 8% where it should be 83%

i can get the actual result of 83% if i go into b5 and hit enter in the formula

is there something wrong with my settings?

btw - using excel 2010

Try File > Options > Formulas and check that calculation is set to automatic.
