What is the correct formula "Refers to:"? (I want to display values on column C IF cell in column B is Green but instead it displays a 10)

Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.

Your refers to is correct hence you are getting the return of B colour in C.
You then need formula in C to retrieve A value based on colour value.
