Why won't this sheet scroll to the top (Row 1)?

For some reason, this sheet is behaving badly. It will not scroll up past row 3. I have Freeze Panes set at A5. I checked that no rows are hidden.

I unfroze everything and refroze the same cell. Now it scrolls correctly.

Any idea what happened?

I think I figured it out. It lookis like whatever rows are visible when the Freeze Panes is inacted are frozen. (Duh)
