will not format column to currency

Office 2019, Windows 10

After years of using Excel, it now refuses to set column format to currency. Select the column -> right click -> Format Cells -> Number -> Currency and nothing changes.

It will change a selection of cells to currency, but not entire columns.

What can be done to correct this problem?

Does this happen in a NEW workbook?

Are you sure that all the values in that column are numbers & not text (that look like numbers)?

This is a workbook to track crypto currency transactions.
I started with a working worksheet then copied to another for a different type of coin/exchange.
New values entered beneath currently values were not currency. What? Yep!
The right click path would not change to currency. Some columns were values for other columns and the numbers were right.
So, after trying things, getting frustrated, and giving up for the night, tried again today.
Set the formatting in a new sheet, THEN added the headers.
Looks like its working. But I find that strange to the point of being bad behavior.

Select the column -> right click -> Format Cells -> Number -> Currency
A little tip if this is something you do on a regular basis.

Ctrl $ (Shift Ctrl 4 for standard US / UK keyboards) applies the currency format without all of that clicking.

I can work ok, but still bad behavior. Excel still often refuses to set the entire column for currency. Individual cells and groups can be set so I do that.
