forecast monthly % based on MTD at week three

I have table a which shows;
- the number of phone calls made MTD
- against the target number of calls for the month
- the Percentage to monthly target at the end of last week

A B C D E
1 Assigned Actual Target Percentage of monthly target at end of last week Monthly tracking
2 Joe Bloggs 209 400 52%

I need a fourth column (E) to calculate the percentage of the target based on column B

i.e. at the moment, when we input week one figures into column B the formula would be B2*4 as it would be week one figures times 4 weeks
for week two figures the formula would be B2*2 as it would be two weeks figures times two (to equal 4 weeks) What would the formula be to for week 3 figures?
