How can I sum up a column based on the current time that refers to a time range and rounds down to the nearest 15 minute interval

Let's say column B has the dates of a given week, column c has the time for each day broken down into 15 minute intervals and column c has the range that I want to sum up down to the nearest 15 minute interval for the current date and time.

Does anyone know how I can calculate this formula?

Any Excel Jedi warriors on here that could help me out with this? It would be greatly appreciated!

Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
There's plenty of data to sum up in column F up to the current time (rounded down to the nearest 15 minutes), so I'm not sure why the result would = 0?

I am unable to see your image (my problem, not yours). If the sum is returning 0, that probably means that you do not have any data that falls inside your time ranges. You mentioned a "time" of 42,414...what is that meant to be? It is not a real time

There's plenty of data that falls between the range and the time had a bunch of decimals, so it actual was a real time. It was the current time represented as a number.
