Access/Modify Customized .xlb File

Hi,
I have an existing Excel program that I’m updating (Win 2000). I’ve hit a brick wall in attempting to open the customized toolbar file estimate.xlb and modify to suit the changed toolbar configuration. Any Macro’s are saved under a personal.xls file, which I’ve accessed without any difficulties.

Can anybody please tell me how to access the estimate.xlb file and modify / save to suit new toolbar. I’m not sure if write access is an issue with estimate.xlb at this stage? If it is, how should I tackle the write access issue?
