Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
do you know the name of the file? as long as it isnt locked by the system, i cant see any reason why you cant.

Yes we can access the log files but I don't know where I can find the log files for printer.

If it is not possible to access the file from client computer then can I create the pint log on my own computer only?

The print log on what sort of computer? A server? A workstation? A standalone machine? I suspect a print log needs to be on the host computer - the computer that's controlling the printing - so no, you probably can't create it on a different machine.

Your first step is to find out exactly where it's stored. The rest is probably easy.
