Access to Excel Based on Criteria

Can anyone provide a little light to my problem. I have two tables with identical fields (the first one the data is user input, the second is automatically updated with info from the net). My question is, how can I create a query to show up in excel using the data from the second table by default unless certain values exist, in which case it would pill the data from the similar field for the same record on the first sheet.
