Add/Update Data from One Tab to Another

Hello experts! I've seen several threads on this topic but none that answers what I need! Below is a sample workbook (in the original workbook there are several other tabs, as well as several other columns within the two sample tabs included here; what I included were the columns that I would like automatically updated). I would love to know/figure out how to do the following:

1. When I add rows to Pending Implementation tab, excel will automatically add those rows to the All Agreements tab.
2. When I update cells in the Pending Implementation tab, excel will automatically update the appropriate cells in the All Agreements tab.

Also, All Agreements tab will have more rows than Pending Implementation tab. I periodically remove rows from the Pending Implementation tab.
