Adding Drop Down list

I have a need to create a drop down list that has about 15 selections but also need to be able to type in a value that is would not be in the drop down list. Is this possible and how would I do this?
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
Yes, you can do that by unchecking this box:
