Adding or copying formatting of rows in protected worksheet

I have a worksheet that has formulas in row 10. All the formulas except the first one are based on a rolling calendar year (for sick leave), and the first formula is based on a calendar year. One column also has a formula in each cell, but I left it unprotected and used data validation to let the user know they are not to enter anything in these cells. The user inputs data below that row in each of the other columns. Then, at the beginning of the new 12-month cycle, they will delete the rows of the prior 12 months. Eventually, they will need to add new rows, as I am hoping this worksheet will last "forever." Is there a way they can add new rows that keep the formatting, borders, and formulas? If anyone could help me ASAP, I really appreciate it! I'm under a deadline for tomorrow. Thanks
