Automatically changing last cell in array

How do I have the last cell in an array change as I pull the formula down?

For instance, I am writing a formula that needs to count everything above it. So, as I drag the formula down, I would like the array to reference the cell that is directly above it.

Cell A3: countif(a1:a2, b1)
Cell A4: countif(a1:a3, b1)

Any ideas?
