Best way of making an actual vs budget with two sheets in excel

Hi,

Our company has a ERP system where I can export different reports. However, they do not have a good actual vs budget report template. So I would like to make a dashboard myself.
I struggle with finding the best solution to this report when I have two different data sources with one actual and one budget. I have tried to make relations with account number and accounting group.
I would like to make this in a pivot to make it dynamic, however the pivot would not recognise the relationships.

Any suggestions?
