Calculation Problem

is there anyone that can help me with what might be a simple problem for yourselves?
price in cell "A1". VAT @20% in cell "A2" and the answer to this in cell "A3". What I'm looking for is, if the answer is below (LESS THAN) £23.00 then to show "0" ?
