Can Only Insert/Delete/Clear Contents in Certain Columns

I have a file I inherited from someone. It's a relatively simple file, but I can only insert/delete columns outside of the data in blank columns. The sheet is not protected.

For example, when I right click on column B, the insert/delete/clear contents options are not available.

On the other hand, when I right click on column N outside the data, all three options are available.

Any ideas on what could be causing this?
