Can you make Row Labels of a Pivot table static and still allow data to change based on report filter

Hi all,
I have been fiddling around with this for a while and it's not something I am even sure is possible!

I have a basic pivot table, nothing fancy, using the classic option. My pivot has 2 report filters which of course, dependent on selection, change the data displayed. I would however, like the pivot to still display the 7 row labels regardless of whether or not they have data in the count. So currently, my first row has data when the filter is ALL but, when I select a specified filter, the first row disappears as there is no data to count - I hope that makes sense. I understand this is how pivots work but i would just purely like the count data to change on selection rather than the row labels.

The reason for this is that i have a sheet that used various formula to lookup the data and then data validation is used to change the selection.

I really would appreciate any help as soon as possible! Able to clarify again if more is needed!
