Cannot Right Click Format Cells

I was running some macros on an excel file then I suddenly wasn't able to right click and format some of the cells I was working on. The format option still appears but when I attempt to "Format Cell" (even using the format cell shortcut) it will not open the Format Cell window that appears on any other cell.

Here's an example (download link below). Attempt to right click format cells on Cells A,B,C,1,2,3 or a bit around them and nothing will happen. But if you scroll down to cell A10 for example, it works fine. I pasted just that portion of the excel file im working on so you guys could maybe find the problem. Here's the sample:

not sure what is in the cells but I Highlighted cells A1:C4 -- right click and delete and cells can now be formatted
there is somthing there just cant figure out what

The border for the cells are corrupt. When I selected all the cells I can use the change border to make them solid or remove the borders then the cells act correct. I found you have to select all of the cells at on time for it to work.

Ya I was using macros to generate borders in a database of over 10,000 lines but now they can't be edited. Luckily I have a backup, somewhere =S. Is there a way to ignore all "corrupt" errors in an option pane somewhere, or a macro to enable formatting of "corrupt" borders?

Seems to be a common problem. Unfortunately i don't know the solution yet.
