Can't open NEW jpg files/can open old ones

I'm confused. Before all the Covid stuff I put the together. I just revisited it. It did what I'd intended. When tried adding some new .jpg files to which the link refers. I created these jpg files the same way with the same program. The original pics still opened, but the new ones do not .
All using Windows 10/Excel 2016.
I'd appreciate any suggestions

Not sure, maybe it's only a typo, but shouldn't your "LabelPath" be with single backslashes, like this: C:\pics\McCarthyT.jpg

Thanks, and I wasn't being tricky, but that row is one that works . Just mean yo show the set up. The formula in that column is generated and is the same for all the rows. But a pic I added today generate a "can't open this file.
I'm at a loss.

After several weeks of complete frustration, I thought I'd try to kick-start this question.
I created the Excel file in 2019. I created the jpg images at the same time. The hyperlink gets the jpgs from a local directory.
The links created in 2019 all open the image, IT doesn't open any link in which the image created in 2022.
I can't find any obvious difference between the images created in 2019 and 2022,
I've tried copying/renaming, remaking the images, doing the unchecking of the "update links on save" option.
I don't know why it's happening and if/how I can fix it.

Currently using Windows 10/Excel 2016. I may have still been using XP then.

Eventually, the file is used in a Word mail merge (?)
