Chart Formatting - Below range

Looking for a bit of help as i dont use charts often. What i am after is the way that you can format a chart so that sections change color if a value is below a certain level. For instance if the expected % is 95 and the result is below this it should be red but above 95 blue.
Im sure this is really simple but i dont know how to do it.

Any help is appreciated.
