chart within a chart within a chart ... or multiple stacked bar charts?

I have 4 groups of data that my supervisor wants to see in one chart. I have tried putting pie charts on top of pie charts and played with stacked column charts but nothing is easy to follow.

The first group has 8 headings (Departments) one of these is titled Highway.

The second group contains the 5 divisions of the Highway department. One of these groups is titled Districts.

The third group contains the 4 offices within the Districts Group, one of which is Cosntruction.

The forth group (Construction) contains 3 sections; salary, support and OT.

Each of these show budget amounts. I need to show all the budgeted amounts for the 8 departments but somehow highlight the amount for Highway, then the Districts, then Construction and then OT from Construction.

I think if I could get 4 stacked columns in one sheet I could do this but because the data is not consistent I don't know how to make it work.

I'm using 2010
