Child Class Transition based on age

I am looking for formula, where class transitions are done from age infant to preschool based on date of birth.
Below is the age group:
0-13 months - Infants
13-24 months - Toddler
24-30 months - Twaddlers
30-36 months - Peppers
3 - 4 years - Preshool 1
4 - 5 years - Preschool2

In below image column is F is where transition should change based on the DOB. Column C calculates age with year and months based on DOB

What is the date you want the age compared to? Today()? The scheduled start of a curriculum? A random date that you choose?

the date will be based on DOB compared to current date. Example for cell E1, Once we cross July 19 2024 kid will be 13 months old and he will be transited to Toddler from Infant.
