Combining Bubble Chart with Radar and X-Y Scatter!

Here's one for you...I have been asked to create a chart that will show a number of projects (200+) and will plot the data based on Business unit (represented by 1/8th of the circle), lifecycle (Conception - Closure; 5 states in total), project size (big, medium or small) and project health (red, amber, green, blue). The idea is to create a radar view so that we have an idea of what work we have, where in the lifecycle it lies and the size/health of the project.

I figure that this requires a combination of bubble charts, radar charts and x-y scatter charts but not sure how to combine all of these! I've had to resort to manually drawing this in Powerpoint. I have a GIF image of what I want to achieve for anyone who is interested in helping to solve this challenge - drop me a message and I'll email out to you.

Any help greatly appreciated as plotting 200+ points manually is not my idea of fun!
